POSITION SUMMARY: 

The Registrar is responsible for registering voters and maintaining comprehensive voter registration records. This role involves ensuring the accuracy and integrity of voter data, processing voter registration cards, and supporting various election-related activities. Registrars work collaboratively under the direction of the Voter Registration Supervisor and assist other positions within the department.

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Voter Registration and Record Maintenance:

  • Maintain Voter Registration Records: Accurately handle all voter registration records by adding new voters, updating existing voter information, deleting outdated records, processing Mail-In and Absentee ballot applications, and processing Mail-In and Absentee cancellations using the State SURE System.
  • Print and Mail Correspondence: Efficiently aid in the printing, assembling, and mailing of list maintenance correspondence and accurately process responses upon their return.
  • Process Voter Registration Cards: Ensure timely and accurate processing of voter registration cards for new and existing voters.
  • Communicate with Voters: Proactively communicate with voters regarding their registration status, providing clear and helpful information and assistance.
  • Stay Current with Election Laws: Continuously update knowledge of all changes in election codes, legislation, and litigation to ensure compliance and provide accurate information to voters.
  • Manage Permanent Ballot Lists: Aid in the updating of the permanent mail-in and absentee ballot list for voters who opt to receive ballots automatically each year.
  • Handle Increased Mail-In Ballots: Efficiently process the high volume of mail-in ballot applications and ensure their timely issuance and receipt.

Mail Processing and Office Operations:

  • Process Incoming Mail: Open and process mail multiple times a day, ensuring that all received items are handled promptly and accurately.
  • Operate Office Equipment: Competently operate various office equipment, including ballot scanners, letter openers, e-poll books, binding machines, photocopiers, telephones, fax machines, and scanners, to support office operations.

Election Support and Coordination:

  • Petition Tasks: When needed, assist the Election Coordinator on petition-related tasks, ensuring all requirements are met accurately and timely.
  • Assist with Polling Materials: Aid in preparing and organizing materials for delivery to polling locations as needed, ensuring all supplies are ready for election day.
  • Work with Election Specialists: Provide aid when needed to Election Specialists to proofread ballots and perform central scanning, ensuring accuracy and integrity of election materials.
  • Support Election Day Operations: Provide assistance and guidance to Judges of Elections and voters on Election Day, addressing any issues that arise.
  • Investigate Provisional Ballots: Thoroughly investigate and process Provisional ballots, ensuring that all eligible votes are accurately counted.
  • Participate in On-Demand Voting: Aid in on-demand voting operations, ensuring voters can exercise their rights smoothly.
  • Participate in Poll Worker Recruitment: Contribute to the recruitment and training of poll workers to ensure sufficient staffing for elections when needed. 

Public Communication and Voter Assistance:

  • Educate the Public: Inform the public about new mail-in voting options and extended deadlines, providing clear and concise information when requested.
  • Guide Voters: Address voter inquiries regarding new procedures and help them navigate the mail-in ballot application and submission process.

Administrative Duties and Miscellaneous:

  • Report Unusual Conditions: Promptly repor any unusual conditions or questionable items to the supervisor, ensuring issues are addressed quickly.
  • Collaborate Effectively: Work effectively with the public, co-workers, and other offices, fostering a collaborative and supportive work environment.
  • Perform Additional Duties: Undertake additional duties as required, following prescribed or well-established procedures that can be quickly learned through on-the-job training. Detailed instructions will be provided at the beginning of work.
  • Work Overtime: Be prepared to work overtime as required, ensuring all tasks are completed as needed.

     

QUALIFICATIONS REQUIRED:

  • High school diploma or equivalent.
  • Computer experienced, with a keyboard accuracy skill of 40 wpm.

  • Ability to represent Bucks County (and the Board of Elections) in a professional manner.
