Citigroup AVP - Applications Development Sr. Programmer Analyst - Data Governance, Philippines (Hybrid) in City of Taguig, Philippines

The Applications Development Senior Programmer Analyst is an intermediate level position responsible for participation in the establishment and implementation of new or revised application systems and programs in coordination with the Technology team. The overall objective of this role is to contribute to applications systems analysis and programming activities.

Responsibilities:

  • Conduct tasks related to feasibility studies, time and cost estimates, IT planning, risk technology, applications development, model development, and establish and implement new or revised applications systems and programs to meet specific business needs or user areas

  • Monitor and control all phases of development process and analysis, design, construction, testing, and implementation as well as provide user and operational support on applications to business users

  • Utilize in-depth specialty knowledge of applications development to analyze complex problems/issues, provide evaluation of business process, system process, and industry standards, and make evaluative judgement

  • Recommend and develop security measures in post implementation analysis of business usage to ensure successful system design and functionality

  • Consult with users/clients and other technology groups on issues, recommend advanced programming solutions, and install and assist customer exposure systems

  • Ensure essential procedures are followed and help define operating standards and processes

  • Serve as advisor or coach to new or lower level analysts

  • Has the ability to operate with a limited level of direct supervision.

  • Can exercise independence of judgement and autonomy.

  • Acts as SME to senior stakeholders and /or other team members.

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications:

  • 5-8 years of relevant experience

  • Experience in systems analysis and programming of software applications

  • Experience in managing and implementing successful projects

  • Working knowledge of consulting/project management techniques/methods

  • Ability to work under pressure and manage deadlines or unexpected changes in expectations or requirements

Education:

  • Bachelor’s degree/University degree or equivalent experience

(ROHQ - ISG DE) SPIDER Data Governance, Applications Development Sr Programmer Analyst - C12 - TAGUIG

Job Purpose:

Primary responsibility is to ensure data integrity in the Disclosure of Interest (DOI) regulatory tool, SPIDER (Securities Position, Interest Disclosure and Enterprise Reporting), and to provide analytical support to global stakeholders' regulatory reporting requirements. This position interacts with all levels of management, including Senior Managers from Regulatory Operations, Compliance, Legal, Markets, Audit, and Technology.

Candidate should be comfortable working in situations where the role may change often; be able to maintain confidentiality; and work through the subtleties of the organization. This role is responsible for monitoring and managing the team's Key Performance Indicators (KPIs); creating new process controls; and strengthening the team's existing protocols to ensure integrity in SPIDER data at all times.

Function Background/Context:

The SPIDER application is a central repository of all security positions globally held by Citi and all its subsidiaries covering equity and equity-related instruments. SPIDER will allow users to monitor and report on these positions to satisfy regulatory, compliance and ad-hoc reporting needs.

The SPIDER Data Governance team is mandated to ensure that SPIDER data accurately reflects Citi's business activities in its regulatory reports, based on user-configured jurisdiction rules and process dependencies.

Key Responsibilities:

  • Works independently with Business users, Technology counterparts, and other necessary support functions within Citi to ensure data quality in SPIDER, while efficiently bringing down exception numbers by collaborating with different teams;

  • Responsible for successful completion of deliverables, and initiating efficiencies and process improvement, where applicable;

  • Develops strong working relationships with key stakeholders by clearly addressing issues to achieve timely resolution;

  • Negotiates priorities and helps resolve conflicts as soon as these arise;

  • Ensures clear lines of communication exists among stakeholders so each individual understands the issues being addressed, impact, benefits, risks and actions required to meet a common goal;

  • Implements engagement review and quality assurance procedures in accordance with the team’s methodology to ensure profitable and successful execution of engagements, as measured by global goals and customer satisfaction;

  • Ensures consistent and uniform processes are employed, and initiates automation where efficiencies can be achieved in alignment to the global mandate;

  • Stays abreast of best in class practice, relevant news and internal/external changes, and ensures proper governance and controls are in place.

Knowledge/Experience:

  • Proven track record in client service delivery, data quality, and root cause analysis in a Business Analyst or Data Engineer or Applications Development Programmer Analyst role;

  • Good understanding of Equity business and Capital markets;

  • Sound knowledge of Traded and Derivative products;

  • Experience handling regulatory requirements applicable for the disclosure of investment holdings (ie. SEC 13F), especially during corporate actions, such as splits, mergers, spinoffs, etc.;

  • Experience working with diverse cultures and countries.

Skills:

  • Data Quality and Issues Management - Understanding, identifying and proactively managing issues, queries and exceptions through root cause and deep dive analysis to determine realistic options and resolutions;

  • Stakeholder Management - The systematic identification, analysis and planning of actions to engage, communicate, and negotiate with and influence stakeholders;

  • Technology Management - Managing and enabling available and emerging technologies to benefit the resolution of known issues and deliver efficiencies to current operational processes;

  • Monitor Business Processes - Managing business processes to make sure the organization delivers outputs that meet stakeholders’ needs, and organizational and regulatory requirements;

  • Value Management - Applying a structured approach to defining what value means to the organization and the Business users: allowing the needs, problems or opportunities to be defined and then enabling the review of the initial objectives to ensure the optimal approach and solution.

Qualifications:

  • Bachelor’s degree in Business, Finance, Computer Science or equivalent experience;

  • Background in SQL, Oracle, Jira, MS Access; advanced skills in MS Excel or other analytical tools;

  • As this is a global function, excellent command and fluency in English is required, other languages are an asset;

  • Minimum of 5-8 years working experience in a Financial Services institution;

  • Minimum experience of 5 years in a Compliance, Data Quality, Operations or Technology role;

  • High level of knowledge relating to industry standards and practices;

  • Proven leadership, problem solving and decision making skills;

  • Exceptional candidates who do not meet these criteria may be considered for the role provided they have the necessary skills and experience;

  • Willing to work APAC or EMEA or NAM-shift on rotation;

  • Willing to work occasional extended hours;

  • Willing to work either physically in the office (on-site) or remotely (work from home) on a scheduled basis.
