Under general supervision, performs skilled building and related health and safety inspection work in the interpretation and enforcement of structural, mechanical, electrical, plumbing, zoning, and related codes and regulations, pertaining to new and existing building construction, remodeling, repair and use; performs related work as assigned.

The City of Stockton is seeking to fill two (2) vacancies for a Combination Inspector I/II in the Community Development Department. Under general supervision, incumbents perform skilled building and related health and safety inspection work in the interpretation and enforcement of structural, mechanical, electrical, plumbing, zoning, and related codes and regulations, pertaining to new and existing building construction, remodeling, repair and use; performs related work as assigned. The incumbent will work a City of Stockton 9/80 schedule: 7:30 a.m. to 5:30 p.m. Mondays through Thursdays; 8:00 a.m. to 5:00 p.m. Fridays, with alternating Fridays off.

Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting and a medical examination which includes a back evaluation.

Veteran's Preference:

This position is eligible to receive five (5) Veteran's Preference Points for entrance into the Civil Service. Veteran's Preference will not be granted on the promotional list. CLASS CHARACTERISTICS

This is a deep class in which incumbents may be assigned to any level, provided that they possess the required education, certification, and experience and successfully demonstrate proficiency which meets the qualifications for the class to which they are to be assigned. This deep class series is distinguished from Supervising Combination Inspector in that the latter has overall supervisory responsibility for building inspection programs and activities.

Combination Inspector I is the entry-level class in the series. Initially under close supervision, incumbents perform inspections in specialty craft areas, such as building and related mechanical, electrical or plumbing. Inspections are more routine in nature. Incumbents learn City policies, procedures, specific techniques and methods for combination building inspection, and how to perform combination inspections on single-family dwellings, multifamily dwellings, and minor commercial projects. As experience is gained, duties become more diversified and are performed under more general supervision.

Combination Inspector II is the journey-level class in the series, fully competent and expected to perform specified combination inspections on single-family dwellings, and multifamily dwellings. Incumbents may perform combination inspections on commercial and industrial structures. Incumbents exercise independent judgment and make sound recommendations based on inspection findings. This class is distinguished from the Senior Inspector classes in that the latter are lead specialist classes providing lead direction and training to inspection staff and performing highly complex inspections in a specialty area.

PRINCIPAL DUTIES (Illustrative Only)

All levels

  • Conducts periodic inspections of construction or remodeling work under permit to enforce building and foundations, zoning, mechanical, plumbing, electrical work for compliance with related codes and regulations.

  • Prepares detailed reports on building conditions and violations and issues notices to correct code violations as required.

  • Advises property owners and contractors on matters relevant to construction and repair methods and materials; investigates and resolves complaints and problems.

  • Reviews plans and specifications for buildings and related construction involving installation, repair, replacement and alteration for use in performance of inspections; approves final inspection of construction for structural specifications and requirements in accordance with approved plans.

  • Inspects sites and buildings before construction or alteration to determine practicability of plans, compliance and regulations, and validity of permits.

  • Inspects building sites in process of construction, alteration, or repair for compliance with building and related codes and regulations for safe application of construction and installation practices; makes final inspections to clear permits.

  • Interprets codes and regulations, explains inspection programs, and gives advice relevant to construction and repair methods and materials and permit processes to owners, architects, engineers, contractors, lending institutions, realtors and utility companies in the field and office.

  • Prepares warning letters to negligent owners or contractors, and carries negligent cases through prosecution channels in situations of noncompliance.

  • Maintains records and files of permits and inspections made; may perform field surveys; prepares correspondence as required.

  • Maintains current knowledge of new construction methods, materials, techniques, and codes and regulations governing building inspection.

  • Makes inspections of existing buildings for hazardous conditions, structural failures, or the need for maintenance or repair.

  • Conducts joint inspections with representatives of various public agencies concerned with building safety, health, welfare, and fire prevention.

  • Performs related duties as assigned.

QUALIFICATIONS

Education/Experience

Combination Inspector I: Possession of a high school diploma or GED and two (2) years of experience as a journey-level craft worker in the building trades, or two (2) years of experience in enforcing various building construction codes and ordinances. College level coursework in pre-engineering or construction technology is desirable.

Combination Inspector II: Possession of a high school diploma or GED and in addition to the above, one (1) year of inspection experience at a level equivalent to the City’s class of Combination Inspector I. The experience must have included performing combination inspections on single-family dwellings and duplexes. College level coursework in pre-engineering or construction technology is desirable.

Other Requirements:

  • Must possess a valid California Class C driver’s license.

  • Must obtain and maintain certification from the International Code Council (ICC) in one or more specialties such as building, electrical, plumbing, or mechanical, within two years of appointment as a condition of continued employment as a Combination Inspector I. Possession of an ICC certification in residential structures is desirable.

    Knowledge of (all levels) :

  • Techniques, materials and methods used in a specified building construction craft area of assignment, including plumbing, electrical, mechanical, building and foundations, and/or others;

  • Laws, ordinances and codes regulating building construction and zoning;

  • Specific codes and laws regulating plumbing, electrical, mechanical or building construction work in area of assignment;

  • Basic zoning principles and ordinances;

  • Appropriate safety and fire prevention methods in building construction; and

  • Building inspection practices and methods, including techniques for dealing with the public in stressful or difficult situations.

    Skill in (all levels):

  • Performing thorough and accurate inspections of the construction, alteration or repair of buildings;

  • Enforcing a wide range of building, zoning and related codes and regulations;

  • Interpreting and applying complex codes and regulations;

  • Reading and interpreting construction plans and specifications and detecting deviations from approved plans;

  • Dealing courteously and communicating effectively and tactfully with a variety of individuals both orally and in writing, including evaluating situations, identifying problems and resolving job-related issues diplomatically;

  • Maintaining accurate records and preparing clear and concise reports and documentation;

  • Environmental/ Working Conditions – Occasional to frequent exposure to noise, outdoor conditions in all weather conditions and on all types of terrain, including but not limited to roofs, scaffolding, stairs, ditches and various landscapes (uneven terrain/ground) found at construction sites; occasional to moderate risk of exposure to hazardous materials i.e. dirt, dust, gas, smoke, fumes, poor ventilation; indoor cold/heat; exposure to extremes in temperature, humidity or wetness; working at heights; work with bio-hazards such as blood-borne pathogens, sewage, waste, etc.; and working around equipment and machinery.

The Examination:

Applicants who qualify in terms of relevant work experience and education, that best meet the needs of the City, will be invited to participate in the examination process, which may include a written and/or practical examination weighted at 100%. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination.
