Scope of Job
To assist in the operation of a program or multiple projects, exercising independent judgment and authority as required. Responsible for all phases of the program, including budget recommendations, program selection, staff supervision, recommendations for future planning, and innovation.
Description of Duties
• Coordinates program to ensure that implementation and prescribed activities are carried out in accordance with specified objectives.
• Assists prospective and current military affiliates students & their families through the application process for Federal VA Educational Benefits and provides guidance on the application process for State Exemption.
• Communicates with the VA through the School Certifying Official Hotline to verify application status, release of Certificate of Eligibility for students who have applied but have not received proper approval forms and has the availability to inquire of the status of a student’s VA stipend.
• Evaluates student academic record to ensure courses are applicable to an approved program of study.
• Certifies enrollment for students through the Dept. of Veterans Affairs electronic portal (VAOnce) and codes students through the institution” student information system(Banner).
• Reports Enrollment Changes to the Department of Veterans Affairs within 30 days of the effective change in status to ensure the university is meeting VA compliance policies.
• Reports Mandatory Tuition & Fees after the 4th class date of each semester to the Department of Veterans Affairs for Post 9/11 GI Bill (Chapter 33).
• Supervises and manages the day to day activities and personnel of the assigned program.
• Tracks academic process with the assistance of Veterans Academic Advisor to ensure all VA students who are placed on Probation or Suspension are properly reported to the VA during Fall/Spring semesters.
• Evaluates Prior educational/military training.
• Maintains academic and certification records for individual students utilizing VA Educational Benefits.
• Communicates VA updates on student records and/or processes with other university officials.
• Works with the division accountant and corresponding third party agencies to ensure payments are received, recorded, processed and released accordingly.
• Develops and supervises the implementation of multiple projects or programs.
• May participate in budget planning and is responsible for controlling expenditures in accordance with budget allocations for the program.
• Evaluates all invoices and provide proper documentation to the corresponding departments.
• Coordinates the various activities of the program.
• Represents department in official functions.
• Serves as a liaison to the VA’s Vocational Rehabilitation & Employment (Chapter 31)Case Managers.
• Coordinates Peer to Peer counseling support groups.
• Reviews program records and reports of activities and recommends modifications to methods or procedures as required.
• May plan, develop, organize, and coordinate research and survey designs.
• Attends meetings, conferences, and seminars related to the program’s mission and goals.
• Supervises and organizes seminars, conferences, and presentations.
• Provides appropriate reports as required for the project or program.
• Provides ongoing staff development, on site demonstrations and field based experiences related to project or program.
• Develops, cultivates, and maintains working relationships with internal/external departments/agencies and other organizations associated with and/or receiving benefit from the program.
• May coordinate and oversee tutorial, counseling, teaching, and/or training activities of the program.
• Conducts semester trainings with MVSC Student Employees
• Conducts Green Zone training across the university and off campus partners.
• Assists the Veterans Academic Advisor with New Student and Transfer Orientation.
• Serves as the Advisor for the Student Veterans of America National Organization.
• Attends outreach event throughout the Rio Grande Valley.
• Collaborates with other departments on events and project.
• Performs other duties as assigned.

Required Education
Bachelor’s degree from an accredited university.

Required Experience
Three (3) years of experience performing closely related duties, including program planning/coordination or related experience in the appropriate field of the program, or
One (1) year of the required experience with a Master’s degree, or
Five (5) years of the required experience with an Associate Degree or 60 hours of College Credit, or
Seven (7) years of the required experience with a High School Diploma or equivalent.

Working Conditions
Needs to be able to successfully perform all required duties. Normal office or classroom or outside environment. Some travel and weekend work is required. Particular project or program may require ability to drive a car for local or distant travel for consultation, training, meetings, or on site demonstrations. Must be able to bend, stoop, reach and lift for retrieving/maintaining files and for setting up multimedia equipment. Must be able to move between buildings, offices and classrooms. UTRGV is a distributed institution, which may require presence at multiple locations throughout the Rio Grande Valley.
