Minimum Qualifications
MINIMUM QUALIFICATIONS:
Five years of experience in information technology; OR
Six years of full-time work experience in any field plus three years of experience in information technology; OR
An associate's degree in information technology plus three years of experience in information technology; OR
A bachelor’s degree plus three years of experience in information technology; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology; OR
A master’s degree plus two years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

JOB DISTINCTIONS:
Differs from IT Statewide Applications Developer 4 by the presence of responsibility for developing moderately complex information technology applications.
Differs from IT Statewide Applications Senior Developer 2 by the absence of responsibility for developing complex information technology applications.
Examples of Work
The Office of Technology Services aims to be a responsible partner in delivering innovative, effective and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff: The incumbent for the Human Services Cluster system is responsible for providing functional supervision over other staff in the Applications & Data Management (AppDM) unit and technical advice to subordinate IT application staff. The incumbent will use various applications/tools such as Java, .Net, SQL, IBM Workload Scheduler (IWS), HP Exstream, Pentaho, Jama, JIRA, Bamboo, Git and GitHub. Responsibilities also include on-call support for assigned system(s).
Support and manage highly complex and critical applications supporting the design, development, testing, and implementation of system enhancements and maintenance activities. Participate in JAD or scrum sessions and conduct detailed research and analysis of user stories, change requests, maintenance activities to provide feedback and determine required coding changes impact system-wide. Recommend efficient design strategies that simplify the process flow for end users and increase system performance. Conduct coding, configuration changes, unit/system testing, and quality assurance and audit log reviews of assigned systems. Use the applicable methodology (waterfall or agile) as required for the system development process. Provide user acceptance testing, helpdesk, deployment, batch, and on call support tasks as assigned. Serve as the technical lead on the PPMO team.
Provide systems expertise and guidance on projects involving IT development when requested. Collaborate with other OTS sections to ensure systems support is comprehensive. Monitor and update JIRA - Kanban boards and other management status reporting tools to ensure prioritized tasks meet deadlines; and action items, issues, and risks are addressed. Trouble-shoot production issues to identify and implement resolutions. Develop and maintain corrective action plans to minimize repetitive system failures or system downtime.
Review and provide feedback on deliverables, technical documents, project plans, issues and risks, change requests and defects. Support management decisions related to the educational needs of OTS staff in regards to developing and maintaining web-based information technology. Mentor lower level or less skilled applications development staff.
Performs all other tasks, special projects, analysis, studies, and plans as directed.
