About this position
The overall function of this position is responsible for assisting professional engineers in the performance of data collection, drainage concern resolution, drainage project preparation, program application review and permitting process work of the Water Resources Section. These responsibilities include ensuring that all work is produced in a timely and accurate manner in accordance with departmental policies and procedures. This position is located in District 61, Unit 170/East Baton Rouge Parish of the Department of Transportation and Development and reports directly to the Engineer 8. The incumbent must be self-motivated and be able to perform duties many times with or without minimal supervision and be able to interpret unforeseen conditions as they may arise.
As part of a Career Progression Group, vacancies may be filled from this recruitment as an Engineering Technician 1, 2, 3, or 4 depending on the level of experience of the selected applicant(s). Engineering Technician 1- The starting salary is $12.22/hourly with an additional $2.00 optional pay for every hour worked.
Engineering Technician 2- Starting salary is $14.00/hourly with an additional $2.00 optional pay for every hour worked.
Engineering Technician 3- Starting salary is $16.03/hourly with an additional $2.00 optional pay for every hour worked.
Engineering Technician 4- Starting salary is $18.35/hourly with an additional $2.00 optional pay for every hour worked.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of a high school diploma or GED.
SUBSTITUTIONS:
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.

Function Statement:

These responsibilities include ensuring that all work is produced in a timely and accurate manner in accordance with departmental policies and procedures. Regulatory and inspection activities for Water Resources, Public Works and Right of Way Permits are performed. This position is located in District 61/Gang 170/East Baton Rouge Parish of the Department of Transportation and Development and reports directly to the Engineer 6, Water Resources Engineer. The incumbent must be self-motivated and be able to perform duties many times with minimal supervision and be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules and regulations, as well as DOTD policies, procedures, manuals and directives.
Job Duties & Responsibilities:
50%Works within the Water Resource Section to process various permits, Statewide Flood Control applications, Port Priority Program submittals, sewer system submittals, water distribution submittals and treated sewer effluent discharge requests. Responds to various drainage complaints originating from elected officials, local municipalities and the public. Applies DOTD engineering policies and procedures to solve challenges in the District Water Resources Section and in the field. Uses engineering-related software programs to complete engineering drawings. Utilizes a thorough knowledge and understanding of Department procedures, policies, standards and specifications in the drafting or designing of construction plans and/or contracts and specifications. Prepares work reports, estimates quantities, and performs mathematical calculations on engineering studies. Works with other agencies and assists in flood fights during high water events along the Mississippi River.
40%Performs field visits to permit application sites to verify location and accuracy of details and drawings. Inspects construction of driveways and other permitted construction within the R/W to ensure that the work is done in accordance with the approved permit and the R/W is left in a satisfactory condition. Maintains and tracks status of approved permits. Notifies permit applicant of approaching permit expirations for temporary permits and on permits on which work has not begun. Coordinates with District Permits section to facilitate permit pre- and post-inspections. Notifies applicants of violations of DOTD policy and advises as to methods of compliance. Informs Water Resources Engineer, District Permits and Area Engineer of unpermitted driveway permits and assists with facilitating encroachment (illegal construction activities) enforcement related to unauthorized driveway construction within the DOTD R/W as necessary.
5%Attends required training classes and receives on-the-job training in performing office or fieldwork. May also provide on-the-job training or assistance to newer or lower level technicians of other sections.
5% Will be required to perform other duties as necessary, including but not limited to, emergency/disaster support activities. Disaster support activities may include participation in District ESF-1 responsibilities such as staffing VSA sites, MSNS’s, DSNAP sites, disaster shelters, etc. Tracks incoming/outgoing shipments of salt for inventory purposes during snow/freezing rain events.
