Additional preference may be given to candidates who possess experience in training or classroom facilitation, instructional design, and program evaluation.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a high school diploma or GED plus five years of sub-professional engineering experience.

SUBSTITUTIONS:

Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.

College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math or physics.All specialized coursework must be in the same specialized field. A combination of coursework from different fields will not be accepted.

Full time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience.

Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.

A baccalaureate degree in engineering, engineering technology, construction management or construction technology will substitute for all of the required experience.

Possession of an engineer intern certificate will substitute for all of the required experience.

SUPPLEMENTAL QUALIFICATION REQUIREMENTS:

Because these positions require specialized areas of knowledge, supplemental qualification requirements are established for each position.

NOTE: Any college hours or degree must be from an accredited college or university.

To perform highly complex and technical assignments requiring the demonstrated ability to interpret, select, adapt and apply diverse engineering guidelines, precedents, principles and practices to non-routine, highly specialized situations; to serve as a technical expert, advisor or consultant to other agency staff and/or consultants or contractors in a highly technical engineering specialty or program function.

This job is designated a Dual Career Ladder job as defined in Civil Service Rule 1.14.1.1, requiring performance of higher level, more complex duties and possession of advanced, specialized skills. A Civil Service Commission approved agency policy is required prior to implementation.

Level of Work:

Expert.

Supervision Received:

Broad from an Engineer 5 or higher or comparable level professional manager of the agency served.

Supervision Exercised:

May exercise functional or regulatory supervision on a project or programmatic basis.

Job Distinctions:

Differs from Engineering Technician 5 by level of complexity, agency's recognition as section/district technical expert in specialized area and/or by requirement for extensive training and experience in a highly specialized field.

Differs from Engineering Technician 6 or 7 by the absence of supervisory responsibilities as well as by DCL policy requirements for supplemental qualifications and PPR ratings.

Examples of Work

The incumbent works under the direct supervision of the DOTO Structured Training Director. This position is primarily responsible for the development, revision, and teaching of construction/lab training courses and associated materials such as performance evaluations for testing procedures and certification testing materials as they relate to the assigned area of responsibility, Asphaltic Concrete. This training must comply with department policies, procedures, specifications, federal regulations and state-of-the-art technology which affect the program areas. The training is designed to maximize employee potential and provide the properly trained personnel crucial to the continued design, construction, and maintenance of the transportation system. The incumbent must understand, interpret, and apply all federal and state guidelines for Quality Control and Quality Assurance for roads and bridges and for safety and traffic control in the maintenance and construction work areas. While in official DOTO capacity, DOTO employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTO policies, procedures, manuals, and directives.

The incumbent will work with the LTRC Technology Transfer and Training staff and other department and non­department personnel in course development by gathering and compiling necessary information and interviewing personnel necessary for development of highly complex and technical training materials. This includes development of scripts (narrative and shooting), manuals, handbooks, workbooks, job aids, instructor's guides, evaluation instruments, etc. This position will also keep abreast of changing technological advancement in all areas assigned, including changes in the areas of education and instruction. The incumbent will teach classes as necessary using developed materials.

While in the official capacity, DOTO employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations as well as DOTO policies, procedures, manuals, and directives.

Supplemental Qualifications: Three (3) years of sub-professional engineering experience in construction inspection, training and development, laboratory testing, design, or research. 50% Functions as a liaison between the District Training Offices and LTRC by facilitating the transfer of information and communicating program needs and services, including updates in LTRC training programs areas and developmental teams, between the sections and districts. Acts as implementation leader to effectively transfer new programs and courses to the districts. Reviews district training activities and comments submitted by the nine (9) DOTD District Trainers and makes recommendations to the DOTD Structured Training Director for improvements or in revisions to the DOTD Structured Training Programs. Consults with members of the District Training Committee and works with the Committee to establish standards for training and certification activities. Coordinates the quarterly meetings of the nine (9) District Trainers; evaluates feedback from District Trainers and makes recommendations to the DOTD Structured Training Director and affected LTRC program managers.

Gathers and compiles information and interviews personnel necessary for required course development and revision to training topics in area of expertise, or as directed. Develops performance tests for various test procedures; develops new performance evaluations or revises outdated performance evaluations; develops new procedures/guidelines and training courses utilizing the latest technology available in their specialized area. Delivers analysis of data in a completed format ready for inclusion into reports, training courses, performance evaluations, or presentations. Provides expert advice, guidance, and technical training to agency personnel in other Sections/Districts to ensure compliance with training policies; provides assistance and technical advice on non-routine training issues in area of expertise to District training offices.

30% Manages and directs the Asphaltic Concrete and Special Topics Training Programs which provides for the formal training of current and future DOTD staff to meet agency goals and visions. Evaluates, monitors, and participates in modifying departmental training policy regarding asphaltic concrete and special topics. Determines the sources of required training and evaluates the courses presented to ensure the effectiveness for the department. Searches for alternate providers of training courses and negotiates topic areas and course content. Establishes, maintains, and utilizes a database of participants needs to identify training and employee priorities. Identifies budget needs, equipment needs, etc. for program and prepares requests for program area. This position evaluates training needs, designs, develops, and teaches training materials for asphaltic concrete and special topics related to the transportation industry for students with a wide variety of technical knowledge and literacy skills to comply with the Structured Training requirements and federally mandated programs. On assigned projects, has complete accountability to develop complex training documents, textbooks, manuals, evaluation instruments, and transportation related technology transfer materials by performing research necessary to obtain a complete understanding of the scope of the proposed project and to gain a thorough technical knowledge of the subject. Serves as a specialized expert on a project basis for individual technical areas. Participates in special projects such as competency modelling, needs assessment reviews, etc., as assigned. Conducts implementation conferences to introduce new or revised materials to appropriate staff. Provides student guidance, which could include tutoring if necessary.

Trains department and non-department personnel in asphaltic concrete and special topics as necessary. Delivers a comprehensive train-the-trainer program, which consists of a variety of multi-media presentations covering all areas of district operations including administration, construction, maintenance, safety, and traffic management. Trains department and non-department employees in the hands-on application of lab procedures needed to correctly perform testing procedures used by the DOTD Construction workforce. Provides implementation and transference of new programs and courses to the districts in conjunction with the LTRC Program Managers.

10% Participates on specification committees, testing procedure committees, technical review committees, focus groups, and special task forces to keep abreast of changes in department policy and procedures so that training can be updated or developed as needed. Attends and participates in the District Training committee meetings necessary for evaluation and feedback from District Trainers on training courses and makes recommendations accordingly.

5% When called upon, serves on the faculty of the DOTD Technical Training Laboratory School as a subject matter expert and technical instructor for assigned area of expertise. The incumbent of this position also serves as a technical advisor to other DOTD tech lab school instructors to aid in teaching classes for the Baton Rouge Community College (BRCC) in the construction technology field.

5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
