Northrop Grumman Mission Systems is seeking a dedicated Manager Supply Chain Programs 2 to join our team in Baltimore, MD. The Programs Supply Chain Manager is responsible and accountable to GSC and the Business Area for the capture/proposal, strategy, material finance/CAM management, management of the technical supplier management team, and execution of all material and services content for a major subcontractor in a Restricted Program in the Advanced Radar Solutions (ARS) Operating Unit in the Combat Sensors Business Unit. They will act as the main focal point for the Program Management Office (PMO) for technical and subcontract performance of the supplier, related supply chain activities, and coordinates cross-functionally between external and internal stakeholders to ensure Supplier commitments are met, and that appropriate mitigation plans are developed and executed to address programmatic risks related to the major subcontractor. This position may be staffed as a hybrid role.

Some duties include but are not limited to:

  • Develop the supplier management strategy and lead the activities of the supplier technical team in all phases of the Business Acquisition Process (BAP).

  • Provide differentiated and affordable supply chain solutions for existing and new efforts.

  • Ensure prior to program execution, all elements of the proposed program(s) plans are complete, have been coordinated with the supplier and the supplier management team, and accurate schedules, budgets, plans, program, procurement and subcontracts strategies are ready to be implemented.

  • Develop supplemental tracking tools as necessary to operate in a classified environment.

  • Leads supplier management team program execution

  • Be accountable for resource planning, supplier cost, forecasting, schedule and technical performance, risk/opportunity management, and supplier issue resolution for Operations, Maintenance and Support and repair subcontracts. Implements strategies and actions to ensure timely delivery of subcontracted services in support of program needs. Supports achievement of ARS OU financial commitments.

  • Drives continuous improvements in supplier management and supply chain/subcontracts related processes via collaboration with other functions, programs, and the extended supply chain.

  • Ensure compliance with the wide range of regulatory and other requirements.

  • Collaborates with manufacturing, mission assurance, and engineering to ensure successful repairs and delivery of supplier’s subcontracted items.

Additional Responsibilities include:

  • Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP).

  • Develops and leads sourcing strategies for major subcontracts

  • Defines scope requirements for each product or service to be procured and ensures alignment of content and supplier capabilities

  • Defines and manages cost and schedule targets to achieve program and business objectives

  • Tracks Supplier technical, cost performance, invoicing and payment status

  • Performs as the Firewall Administrator in support of firewalled activities

  • Performs as the Supplier Management integrated product team (IPT) lead for key subcontract suppliers

  • Determines the risk basis and value for supplier services and manages mitigation plans

  • Functions as supplier Change Board interface for all anticipated, proposed, and released changes

  • Coordinates with Engineering and Mission Assurance to develop supplier requirements and to evaluate supplier proposals

  • Ensures supplier compliance with all elements of the SOW and subcontract

  • Coordinates supplier data management activities with the data manager, technical review team and the supplier

  • Ensures recovery plans are put in place for any / all erosion to schedule milestones

  • Ensures accurate Estimates at Complete (EACs) and material receipt forecasts pertaining to supplier activities

  • Leads solicitations for proposals, review of proposals, and supports supplier negotiations

  • Coordinates Purchase Order Closeout activities

  • Briefs Program and Executive management and Customers on the status and issues affecting or being impacted by Supplier performance and cost.

Basic Requirements:

  • Bachelor's degree with 9 or more years of supply chain/business management/ contracts/ program management, operations and/or closely related experience; OR a Master’s degree with a minimum of 7 years of related experience as discussed above.

  • Strong leadership, communication, and writing skills

  • Expertise in Microsoft Word and Excel

  • US Citizenship

  • DoD Secret Clearance with the ability to obtain an SAP and Top Secret Clearance

  • Advanced Knowledge of SAP, Earned Value Management, performance tracking, (Budget Management, Contract proposal support, Cost Estimating)

Preferred Requirements:

  • Strong communications skills with the ability to lead, influence, and collaborate with a diverse set of stakeholders.

  • Advance Knowledge of and data integrity

  • CAM Experience/ certification

  • Experience with a broad range of software, hardware, and supply chain issues, managing technical teams, risk management, small and large and complex proposals, terms and conditions, negotiations, contract types (fixed price and cost type), and post award management including purchase order closeout activities

  • Active Top Secret Clearance

  • Demonstrated success in managing large, complex programs and/or organizations.

  • Ability to successfully manage complex supplier specifications, drawings, SOW’s, and supplier issue resolution

Salary Range: $131,800 - $197,600

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
