Summary About the Position: This position serves as a Supervisory Budget Analyst in Army Futures Command (AFC), located in Austin TX. Responsibilities Responsible for the performance of a wide variety of administrative, technical, and analytical duties connected with program and functional related activities, during all phases of the budget cycle. Provide expert advice and counsel on all phases of appropriated fund budgeting, to include the planning, formulation, justification, execution, and review of budgets for the commands, programs, and projects. Allocate funds to individual organizations/functional areas based on an analysis of organization budget estimates, historical expenditures, projected workload, and approved funding. Develop narrative justification statements and presentation material for budget submissions and reprogramming requests. Plans the work to be accomplished by subordinate personnel; sets and adjust short- term priorities and prepare schedules for completion of work. Conduct special studies and gathers data from field organizations to resolve variances or to solve complex problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify for the DE-04 level, all applicants must possess at least one full year of specialized experience which includes but no limited to; 1.Experience planning, developing, and monitoring funding and budgetary programs. 2. Conducting budget and funding analysis, related to budget preparation, cost analysis, financial analysis and funding approval. 3. Experience conducting briefings, presentations to justify and present multi-year budgetary programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-03/GS13). You will be evaluated on the basis of your level of competency in the following areas: Budget Formulation, Justification, and Presentation Financial Management Analysis Fundamentals & Operations of Budget Leadership Oral Communication Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Three year trial/probationary period may be required. One year Supervisory probationary period is required unless previously completed. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
