Job/Position DescriptionUnder the direction of the HIV/STD/HCV Epidemiology and Surveillance Unit Director, performs complex managerial work overseeing the daily operations and activities of the Focused Surveillance Group, which conducts analysis of HIV and HCV disease surveillance data, conducts and analyses data from the Medical Monitoring Project, and conduct independent research projects as required. Duties for the position include including establishing goals and objectives, developing budget requests, coordinating and evaluating program activities and supervising group staff. Performs advanced professional scientific work in the field of epidemiology and program evaluation, including conducting data analysis. Responsible for managing federal grants and cooperative agreements including preparation and management of proposals, progress reports, budgets, implement action plans, developing objectives and monitoring progress in meeting objectives and developing timelines. Develops scopes of work and assists with budget negotiation for contracts related to Group projects. Maintains communication with other project sites and federal funders. Provide leadership updates on conducting advanced epidemiologic investigations and statistical analyses. Assures dissemination of surveillance and program findings. Serves as an expert on HIV/HCV epidemiologic and surveillance project methods and program evaluation methods and represents the HIV/STD program. Works under general supervision with considerable latitude for the use of initiative and independent judgment. Essential Job FunctionsEJF 1. (30%) Oversees work on the Medical Monitoring Project Assures adherence to the project protocol, serves as the Principal Investigator, ensures compliance with institutional review board requirements, data quality and security and confidentiality of the data collected. Oversees the federal grants and cooperative agreements related to Group projects including developing grant proposal and reports, budgets, and objectives. and monitoring progress in meeting objectives and developing timelines. Also responsible for Group contract development including developing the scope of work, budget development and negotiation and contract monitoring in conjunction with the Contact Management Unit. Maintains communication with other project sites and federal funders as needed. Uses or supervises others in the use of epidemiologic methods including medical record abstraction, ethnographic assessment, qualitative methods, sampling methods, geographic information systems, and statistical analysis needed to conduct complex epidemiology and surveillance projects. Reviews all work product, such as fact sheets, presentations, and reports. EJF 2. (30%) Oversees routine work and special projects related to HIV Cluster Detection and Response. Oversees and directs the work of epidemiologists responsible for molecular and time/space cluster detection analysis, coordination with staff in the HIV Prevention Unit and HIV Care and Medications Unit as well as local and regional health department partners to ensure timely and effective public health action. Group Manager serves as an expert on epidemiologic and research methodology and program evaluation methods.
