Serves as Director for the Toll Planning, Engineering and Maintenance Sections in the Project Finance, Debt Strategic Contracts Division and is responsible for the day-to-day management and operation of the Section. Works with the Division Director and the Districts on the departmentandrsquo;s Enterprise and toll road projects. Supervises a team of engineers, professionals, and technical employees and consultants engaged in toll projects during the planning, design, construction, and maintenance phases. Reports to Division Director. Directs personnel engaged in transportation engineering work and toll operations facility maintenance related to the Departmentandrsquo;s toll projects. Work requires contact with department senior leadership, governmental officials, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives and assume direct accountability.Essential Duties:Provides assistance to the Departmentandrsquo;s Executive Management, Commission Support Office, and the Government Affairs Division regarding policies related to transportation planning, toll operations, and policies.Advises management regarding technical aspects of maintaining, replacing, or rehabilitating toll facilities and equipment.Oversees existing toll road facility alterations, expansions, and improvementsDevelops methods for the section to assist in promoting, prioritizing, and implementing toll projects statewide in coordination with the department's goals and objectives.Establishes, modifies, or interprets applicable standards, rules, methods, procedures, practices, and policies related to toll road projects.Oversees and directs procedural improvements in all areas of the toll road project delivery, implementation, and maintenance, including administration procedures, project management, and contracting methodologies.Prepares correspondence, reports, and presentations in support of the DD, CFO, and for the Commission support office.Provides planning and engineering support to the toll project development, and design including alternative delivery toll project specifications for toll systems and appurtenances.Oversees the monitoring, analysis, and implementation of the Departmentandrsquo;s toll rate escalation policies, including collecting, analyzing data, and preparing briefing materials for management, Administration, and the Commission office.Responsible for overseeing and directing the Toll System Maintenance Section and the Planning and Engineering Section.Reviews contracts and related documents for execution including change orders, and supplemental agreements prior to submittal.Reviews complex layouts, sketches, plans, specifications and estimates and/or contracts, policies/procedures, standards and guidelines, correspondence, or documents for toll road projects.Serves as a consultant to engineers and technical staff related to planning, design, construction, and maintenance of toll road projects.Supervises professional and administrative staff; authorizing employee personnel actions and leave requests; conducting career conversations; and motivating the team to accomplish established goals.Oversees and trains a team of engineers and other professionals.Performs other job responsibilities as assigned.
