Transportation Engineer III:Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Transportation Engineer IV:Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Transportation Engineer III:Assist with development of processes, procedures, and pilots for design, construction, hydraulics, environmental, bridge, traffic, letting, etc. for TxDOT's Digital Delivery Program,Develops, recommends, and implements modifications as necessary for continual improvement to the existing program of responsibility.Assists with design, computer operations, and plan preparation.Interprets the Utility Accommodation Policy.Provides technical expertise in planning, coordinating, maintaining and operating traffic management systems TxDOT's transportation system.Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.Evaluates the performance of new transportation products software applications.Interprets maintenance standards, rules, methods, procedures, practices and policies.Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers.Provides design engineering support for districts in project development.Reviews and assists districts with the planning, design of PSE, and the letting for traffic management systems. transportation projects. Reviews and supports Standard Operating Procedures for maintaining and archiving project schedules; managing resources; managing budgets; managing project changes and managing quality performance measurements.Makes presentations and represents TxDOT.Performs other job responsibilities as assigned. Transportation Engineer IVAll the above and:Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.Performs highly advanced and complex engineering design work such as the development of layouts, sketches, plans, specifications, estimates and contracts.Utilizes project management principles in initiating, planning, executing, monitoring, controlling, and closing for highly complex transportation projects.Assesses and reports actual project progress versus planned progress to determine trends and variances for complex projects.Assists with design, computer operations, and plan preparation.Acts as consultant to staff engineers to coordinate construction operationsProvides professional advice regarding technical and engineering aspects of airport projects. the lifecycle of transportation projects.Conducts pre-construction meetings and public hearings.
