Job/Position DescriptionCPS Resident Contract Dir II of Heightened MonitoringThis position reports to the Director of Heightened Monitoring. Performs highly complex consultative services and technical assistance work. Work involves planning, developing, and implementing a major agency program and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public. Assigns and supervises the work of professional and technical staff. Consults with staff to ensure timely, professional and efficient services are provided. Responsible for managing a variety of work functions with minimal written guidelines. This position interacts routinely with the community, contractor stakeholders, PCS staff and CPS staff. Works under general direction with considerable latitude for the use of initiative and independent judgment. Essential Job FunctionsOversees the day-to-day management of the HM Division Managers and HM Contract staff. Provides oversight and direction to the Residential Child Care Contract HM division. Manages and develops staff through review of performance data, consultation, training and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave. Reviews and evaluates information on services delivery systems, methods, outputs, and activities. Identifies gaps in resources and recommends improvements. Provides guidance to staff in the development and integration of new methods and procedures. Participates in program planning, development, and implementation. Participates in development of statewide policy, procedures, and tasks. Prepares recommendations and justification for changes in policy, procedures, rules, regulations and/or program guidelines. Reviews and analyzes financial and programmatic operations and problems, and facilitates implementation of procedural and policy changes. Develops regional policy and procedure. Works in collaboration with other HM Directors and their teams to implement and oversee HM processes.
