Team (Project) Introduction Identity Access Management (IAM) is divided into two business lines: Identify Services and Access Services. The primary services supported are the Master Person Index, Provisioning, Authorization Management Service, Single Sign-On Internal/ External, Veteran Health Identification Card, and Compliance Auditing Reporting. 9th Way Insignia has an opening for a Technical Applications/Systems Analyst to work in support of the Department of Veterans Affairs (VA), Office of Information and Technology (OIT) on the Identity and Access Management (IAM). This high-profile position serves as Insignias primary point of contact and leads the day-to-day contract operations, ensuring that the IAM technical scope is delivered within budget, schedule, and quality requirements.

Typically performs multiple engineering-related tasks in various assignments within the project and firm. An Engineer, 1 has strong technical skills and background, a knack for learning new technologies, and a blend of good problem-solving and innovation needed to resolve a wide variety of technical production challenges. Functional Job (LCAT) Information A Technical Applications/Systems Analyst provides technical support in system architecture, system design, system integration and technical management. Assists in providing technical input to the Technical Applications/Systems Analyzing process. Provides requirements analysis. May prepare and present systems assurance reviews. Identifies requirements and deficiencies in hardware and software products. Advises customers in product selection and use, capacity planning operations and performance management. Responsibilities:

Assist in the design and troubleshooting of codes, tests, and debugs to ensure secure and efficient integration of Identity and Access Management (IAM) solutions within web server infrastructure, including SSL/TLS certificates for encrypted communication across all web interfaces, and IAM systems with existing user directories (e.g., LDAP, Active Directory) for seamless user management.

Support the development of consistent, secure APIs for interoperability between IAM systems and web application solutions.

Participate in auditing and updating IAM policies to comply with IAM governance frameworks and industry standards (e.g., GDPR, HIPAA, NIST) to maintain regulatory and security requirements.

Assist in the development and management of implementation for web server multi-factor authentication (MFA) for enhanced security.

Ensure engineering teams employ logging and monitoring tools to detect and respond to any unauthorized access attempts.

Contribute to the development and implementation of working with automated backup and disaster recovery solutions for IAM and web server configurations in collaboration with cross-functional teams.

Support critical and high-performance incidents to provide immediate solutions, conduct Root Cause Analysis (RCA), and develop long-term solutions to prevent reoccurring incidents.

Requirements:

Bachelors degree in computer science, electronics engineering or other engineering or technical discipline is required.

3+ years of proven experi nce.

Experience in documenting development of client-server and web-enabled corporate applications, including network topology.

Exposure to integrating and securing Identity and Access Management (IAM) solutions such as Okta, Microsoft Azure AD, Oracle Identity Cloud Service, etc., within web server infrastructure and its system dependencies.

Familiarity with utilizing data sources from monitoring tools (Microsoft Azure Monitor, Splunk) to assist in performance improvement solutions.

Able to analyze and document recommendations for SSL/TLS certificates (DigiCert, Let's Encrypt) for encrypted communication across all web interfaces.

Knowledge of OAuth 2.0 and OpenID Connect protocols for secure user authentication and authorization using tools like Azure AD B2C or Oracle Access Manager.

Ability to audit and update IAM policies in compliance with security standards and regulatory requirements.

Experience or coursework related to role-based access control (RBAC) and least privilege principles

Preferred One or more industry certifications such as:

CompTIA Security+

Microsoft Certified: Security, Compliance, and Identity Fundamentals

AWS Certified Cloud Practitioner

Microsoft Certified: Azure Fundamentals

Salary Range The salary range for this position is $61,677.00 to $ $84,688.15. 9th Way Insignias range for this job level is a general guideline only and not a guarantee of compensation or salary.
