The Opportunity

Abt Global is preparing for an upcoming USAID-funded health service delivery project in Madagascar which aims to strengthen the capacity of the Malagasy health system to deliver quality essential health services. The future activity will focus on improving availability and access to quality health services, strengthening the health system, and promoting healthy behaviors through social and behavior change working in close collaboration with the Ministry of Health, local partners and stakeholders.

As the Senior Finance Director , under the supervision of the Chief of Party, you will be a member of the senior management team of the project, and responsible for ensuring adequate financial management systems are in place. You will maintain transparent financial and reporting procedures for the effective operation of financial controls. You will be responsible for record-keeping, financial functions, and financial reports. You will directly supervise the finance and accounting team including staff based in Antananarivo and in the field offices. The position is anticipated to be full-time for the duration of the program and is intended to be based in Antananarivo, Madagascar. The position is contingent upon the activity’s award and USAID approval.

Core Responsibilities

  • Lead the implementation of financial and budgeting policies and procedures that meet project needs and corporate and client requirements

  • Understand Abt’s financial tools, systems, and policies and oversee their application and implementation for the Antananarivo and field offices.

  • Liaise with Headquarters Project Finance team to ensure highest level compliance with Abt’s policies, regulations, and procedures.

  • Ensure timely completion of month-end and year-end accounting closes, with appropriate supporting documentation for all accounting transactions uploaded to Abt’s accounting system.

  • Lead and oversee development of annual budgets, financial reports, compliance documentation, and other deliverables, ensuring all are on time and of high quality.

  • Lead and continuously strengthen the capacity of the field office F&A team.

  • Directly supervise Finance and accounting staff based in Antananarivo and in the field offices, ensuring that functions are performed timely and accurately.

  • Organize the orientation and provision of continuous training / skills building for all relevant field staff on financial policies and procedures, and finance, accounting, & project management (this includes technical, operations and other staff).

  • Liaise regularly with senior management team providing relevant and timely financial information for planning, implementation and decision-making purposes.

  • Ensure strict compliance with USAID’s rules, regulations & within award terms.

  • Troubleshoot to prevent and resolve potential problems related to finance and review outputs for quality control

  • Work with the COP and Home Office management to support statutory audits, client audits and financial control reviews.

  • Work with the COP to liaise with USAID on finance and accounting issues.

What We Value

  • Master’s Degree or Bachelor’s degree + CPA or other internationally recognized accounting designation, in business administration, finance, accounting, or other relevant fields.

  • More than 10 years of experience in administrative and financial management of USG programs of similar scope and value.

  • Demonstrated knowledge, skills and/or experience in accounting, financial planning, and other management support areas, including prior experience with USG procedures.

  • Proven supervisory experience and experience in design and implementation of training/capacity building for finance and accounting staff.

  • Demonstrated leadership qualities, with expertise in financial management.

  • Ability to travel to program locations within Madagascar, as required.

  • Fluency in French and proficiency in English, required.
