Job Summary

The AVP Proposal Strategy is dedicated to maximizing Molina’s likelihood of winning Medicaid RFPs. The AVP must have the executive presence and communication skills required to build trust across stakeholders to package Molina’s winning Proposal for state partners, synthesize business development and capture activities, and map key solutions and strategies which align with anticipated RFPs. Reporting to the VP, Proposal Development, the AVP Proposal Strategy will serve as a key leader on individual bid responses, working closely with the Proposal Director, and writing leads to support the development of drafts tying in the market’s strategic positioning with the writing.

Job Duties

• Lead cross-functional Proposal Strategy engagements in partnership with Market Development leads, Growth team leaders, health plan(s), shared services and external partners to establish the Proposal Strategy, ensuring alignment with opportunity business development and capture activities.

• Stand-in for the VP of Proposal Development on individual bids to assist the team to be able to facilitate multiple RFPs at one time.

• Develop relationships, working horizontally across the organization, to synthesize, assess, and translate state needs/goals and RFP requirements into an actionable Proposal Strategy, including the alignment of solutions required to win.

• Design, lead and execute Proposal Strategy which is responsive to RFP requirements and demonstrates Molina’s differentiators, including the identification and prioritization of identified initiatives.

• Responsible for the planning, coordination, development and facilitation of simultaneous Proposal Strategy opportunities, driving detailed action plans to track and coordinate necessary activities and deliverables.

• Create key deliverables for internal and external audiences such as workflows and narratives that articulate Proposal Strategy, prepare our response for the upcoming RFP, and align with the overarching Proposal Strategy by leveraging market and competitive intelligence, independent research and analysis of data, organizational resources, stakeholders and business owners

• Provide insights, data, and industry experience for the purpose of shaping Proposal Strategy across multiple opportunities.

• Support competitive analysis activities to optimize Molina’s likelihood of winning, including researching competitor strengths/weaknesses and knowing how they win proposals.

• Identify our opportunities and gaps; provide recommendations and take actions to mitigate and close those gaps.

• Coordinate complex strategies with cross functional expertise, seeking solutions and/or inputs across the organization to address identified needs and create a compelling, customized local solution.

• During active opportunities, support the development of critical content aligned with Proposal Strategy which contributes to successful proposal responses including reading and engaging in responses, serving as a color team and executive reviewer.

• Champion continuous improvement and consult with creativity.

• Provide coaching, development, and growth opportunities to team members to strengthen the bench across the organization

Job Qualifications

REQUIRED EDUCATION:

Graduate Degree or equivalent combination of education and experience

REQUIRED EXPERIENCE/KNOWLEDGE, SKILLS & ABILITIES:

• 8+ years of Medicaid managed care experience or in an equivalent related field

• Ability to influence and form strong partnerships with shared services, growth team partners, PGA and external partners, and excellence in managing multiple complex priorities simultaneously.

• Experience with Medicaid Proposals and/or business development and requires demonstrated Medicaid managed care experience comprised of technical operational, sales, growth, proposals and/or capture management

PREFERRED EXPERIENCE:

10+ years of Medicaid managed care experience or in an equivalent related field

Pay Range: $140,795 - $274,550 / ANNUAL
