North Wind Site Services is focused on providing engineering, program management, environmental remediation services including investigation and characterization, environmental restoration, unexploded ordnance/military munitions response (MMRP), regulatory public involvement services, environmental compliance, logistics, and records and facility management.

POSITION PURPOSE:

The Environmental scientist supports all aspects of the environmental compliance program for the 611th CES and their remote sites throughout Alaska, Hawaii and Wake Island, including but not limited to providing support for the hazardous waste, hazardous materials, solid waste, air, water, emergency response, and state/federal regulatory programs. This position is responsible for providing technical and regulatory support for environmental compliance programs, and ensuring regulatory compliance is maintained for 611th CES locations and installations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Employee shall provide the 611th CES with Environmental management and regulatory support for the facilities in Alaska and for Pacific Regional Support Center (PRSC) locations.

The employee will assist the 611CES with (1) assessing existing solid, hazardous waste, and/or air quality management processes, (2) evaluating regulatory compliance, and (3) developing and incorporating new compliance, pollution prevention and sustainable initiatives at the Alaska and PRSC locations. Employee duties include many of the following:

  • Executing the air and water quality programs and providing technical and project management support to the 611th CES IM Flight

  • Executing the Integrated Solid Waste Management Program in accordance with AFI 32-7042 Solid Waste Management requirements

  • Provide oversight and support for the containerization, manifesting, transportation, and compliant disposal of hazardous waste.

  • Provide technical support and assistance to the National Environmental Policy Act (NEPA) program.

  • Coordinating with Base Operations contractors at 611th CES installations to ensure the compliant packaging, labeling, manifesting, and shipping of hazardous waste, materials, and solid waste

  • Executing the Hazardous Waste Management Program in accordance with AFI 32-7086 Hazardous Material Management Process to help ensure that hazardous waste is being shipped, tracked, and disposed of in accordance with applicable regulatory standards

  • Documenting and tracking solid waste shipments to help ensure AF compliance with Hazard Communication Standard (HAZCOM) 29 CFR 1910.1200 and related standards

  • Conduct solid and hazardous waste inspections at Alaska and PRSC locations

  • Preparation, review, and revisions of various plans and reports to include the Solid Waste Management Plan and the Hazardous Materials Management Plan, Environmental

  • Provide regulatory support and coordination with local, state, and federal environmental agencies as necessary.

  • Assist with preparation of Emergency Planning and Community Right-to-Know Act reports

  • Assist with hazardous waste/material storage inspections and reporting

  • Participate in quarterly hazardous waste/material meetings and EESOH Council meetings

  • Assistance and technical expertise for other 611th CES environmental compliance programs

ADDITIONAL DUTIES AND RESPONSIBILITIES:

  • Maintenance of databases, technical data and files.

  • Support all aspects of the 611th CES Environmental Program, including but not limited to records, data entry, regulatory support, management, inspections, and assessments.

  • Perform self-assessments and audits in accordance with client orders and contractual requirements to ensure data integrity.

  • Coordinates and interfaces with appropriate department personnel.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Two (2) or more years of experience in environmental science or related field.

  • Proficiency in MS Office suite of software including MS Word, Excel, Outlook, and PowerPoint.

  • Proficiency working with databases, data entry, and data analysis.

  • High School Diploma (Bachelor's degree highly preferred).

Special Requirements:

  • Ability to pass a DOD National Agency Check (NACI) background check to obtain any required security passes, network access, and clean driving record.

PREFERRED QUALIFICATIONS:

  • Bachelor's degree or equivalent in scientific or engineering discipline is highly desirable. Includes BS Engineering, Geology, Environmental Science, Chemistry, Biology, Natural Resources, and/or Environmental Management, or related.

  • 3 years' experience with department of Defense (DOD) and/or Air Force experience is preferred.

PHYSICAL DEMANDS:

  • Ability and willingness to travel to remote locations

  • While performing the duties of this job, the employee will be sitting for long periods of time, but will also be required to stand, walk, and talk or hear. The employee is often required to use hands or fingers to handle, feel, type, write and reach with hands and arms. The employee must occasionally lift and/or move up to 15 pounds.

WORKING ENVIRONMENT:

The majority of this role takes place in an office setting, with some travel to remote locations to perform inspections and oversight.
