With high-level goals provided, leads teams to create The International Development Group is seeking an experienced Wastewater Engineer to manage our Wadi Zarqa Work Assignment under the USAID Building Water Infrastructure (BWI) program. The purpose of this work assignment under the BWI project is to manage the preparation of a preliminary design, manage the prequalification of bidders, manage the preparation of the Design-Build-Operate (DBO) tender documents using the FIDIC Gold Book, and assist in the procurement of the new proposed 150,000 m3/day (40 MG) Wadi Zarqa WWTP (2nd largest WWTP in Jordan) that will be expandable to 350,000 m3/d, 1600mm diameter pipeline of 11 km to convey wastewater by gravity from the existing West Zarqa Pumping Station to the WWTP with expansion of the pre-treatment facilities at the West Zarqa Pumping Station to provide additional pre-treatment for the flows to the Wadi Zarqa WWTP, and a hydropower facility. The overall project cost (CAPEX) is estimated to be 300 million USD. The operation and maintenance period will be 20 years. The WWTP is sited about 1 hour to the north of Amman, though this position will be based in the existing Amman office with occasional travel to the site.

Key Responsibilities:

  • Provide overall management of the work assignment. Control project scope, timeline and budget.

  • Work closely with other senior project staff including key subcontractors, local staff, local and international consultants/subcontractors as well as other stakeholders.

  • Coordinate closely with design manager for technical direction in the task order.

  • Lead project planning, implementation and reporting process.

  • Oversee the quality implementation of the project in full conformance with CDM Smith standards.

  • Prepare and help present regular updates to BWI clients (USAID, Ministry of Water & Irrigation or MWI, etc.)

Minimum Qualifications:

  • A minimum of 10 years of experience including 8 years in the field of water and/or wastewater

  • Experience in studies and the design of wastewater projects

  • Excellent communication skills

  • Ability to work well with people from different cultural backgrounds while playing a key role in local capacity building

  • Provide record of successful management of project with similar complexity, scope and budget

  • Experience in preparing and giving presentations in front of various stakeholders is a plus

Preferred Qualifications:

  • Experience in FIDIC contract including DBO scheme is a plus

  • Experience with USAID and/or EIB and/or MCC projects is a plus
